Dotación de infraestructuras y política europea de transporte

Abstract

Este articulo analiza la sítuación actual de la dotación de infraestructutas de transporte en Europa y reflexiona sobre su posible evolución futura a la luz de loscambios que se están produciendo en la política de transporte comunitaria, particularmente con el reciente libro blanco de 2001. En él, si bien se sigue defendiendo la libertad de elección del usuario y la competencia entre empresas y entre modalidades de transporte, se está cambiando el énfasis hacia los problemas de congestión, seguridad y calidad, favoreciendo el ferrocarril y el transporte marítímo para reducir la cuota de mercado del transporte por carretera.

This article examines the present situation of transport ínfrastructure endowment in Europe and discusses its possible future development in the light of the changesthat are taking place in the European Community transport poIicy, particularly after the recent White Paperof 2001. In it, although the user's freedom of choiceand competition between companies anid means of transport transport continue to be defended, emphasis is shifting towards the issues of congestion, safety and quality, so that raíl and sea transport are being favoured to reduce the market share of road transport.
