Abstract: This study deals with the mechanism for initiating the criminal process provided by public administrations through the electronic use of legal instruments in police web portals. These ICT systems allow citizens to be brought closer to government related to justice action, strengthening of C2G relationship reflected in the protection of collective citizen security. For this, 29 electronic platforms of police agencies for online reporting are studied and their substantial legal and technological characteristics are revealed.
