El bono turístico andaluz: la vacuna frente los números rojos del sector turístico

Abstract

En el presente trabajo se analiza la concordancia y adaptación del bono turístico andaluz a las medidas y propuestas legislativas internacionales y nacionales. Igualmente, se procede al estudio del impacto y admisión del bono en la regulación específica relativa al régimen de subvenciones y su incidencia en los principios que sustentan el mercado nacional y de la Unión Europea. Se procede al estudio del ámbito objetivo y subjetivo delimitando las situaciones en las que procede la aplicación de este bono y a quienes va dirigido. Igualmente se expone el procedimiento para hacerlo efectivo y el ámbito temporal en el que puede ser aplicado, sin perjuicio de señalar que el Ejecutivo andaluz deja la puerta abierta a su continuidad en el caso que las circunstancias y las cifras así lo requieran. Asimismo, se realiza una comparativa con los precedentes históricos más próximos y de qué manera los mismos deben ser observados para encontrar las soluciones correctas a la crisis que afecta al sector turístico.

This publication analyzes the concordance and adaptation of the Andalusian tourist voucher to international and national measures and proposals. Likewise, we proceed to study the impact and admission of the voucher in the specific regulation regarding the subsidy regime and its impact on the principles that sustain the national market and the European Union. The objective and subjective scope is studied, delimiting the situations in which the application of this voucher proceeds and to whom it is addressed. Likewise, the procedure to make it effective and the time frame in which it can be applied is exposed, taking into account that the Andalusian Executive leaves the door open to its continuity in the event that the circumstances and the figures so require. Also, a comparison is made with the closest historical precedents and in what way they should be assessed in order to find the correct solutions to the crisis affecting the tourism sector.
