La acogida de los inmigrantes irregulares en Canarias: Atención humanitaria e integración (2020-23)

Abstract

En los últimos veinte años, la llegada de inmigrantes irregulares por vía marítima a Canarias procedentes de las costas africanas ha sido constante. Recientemente, se está viviendo una etapa con cifras muy altas, con un elevado número de mujeres y menores. En el contexto del sistema de acogida en materia de protección internacional, se viene desarrollando en las islas el programa de atención humanitaria y el de Refugiados, Inmigrantes y Solicitantes de Asilo (SIRIA) mediante los distintos dispositivos de acogida públicos y privados concertados. La dimensión de los flujos irregulares está provocando que diferentes asociaciones y organizaciones no gubernamentales desempeñen un rol cada vez más destacado en los procesos de recepción e integración. Esta aportación se centra en el estudio de la atención humanitaria y las organizaciones que están asumiendo estas funciones en la actual crisis migratoria en las Islas. En concreto, se pretende conocer cómo se realiza esta labor y los principales inconvenientes que se presentan. Para ello la metodología se basa en la realización de entrevistas en profundidad a personal y voluntarios de estas entidades. Los resultados nos permitirán profundizar en el conocimiento de la red de recursos de acogida existente en las islas, la problemática de la recepción y la caracterización de los migrantes.

In the last twenty years, the arrival of irregular immigrants by sea to the Canary Islands from the African coasts has been constant. Recently, we are experiencing a period with very high numbers, with a high number of women and minors. In the context of the reception system in terms of international protection, the humanitarian care program has been developed on the islands through different public and private reception devices, concerted or not. The dimension of irregular flows is causing different associations and non-governmental organizations to play an increasingly prominent role in the reception and integration processes. This contribution focuses on the study of humanitarian care and the organizations that are assuming these functions in the current migration crisis in the Islands. Specifically, the aim is to know how this work is carried out and the main drawbacks that arise. To achieve this, the methodology is based on conducting in-depth interviews with staff and volunteers of these entities. The results will allow us to deepen our knowledge of the network of reception resources existing on the islands, the problems of reception and the characterization of migrants.
