El sector portuario español: organización actual y perspectivas

Abstract

El modelo portuario español se caracteriza por un funcionamiento semicentralizado, en el que una agencia pública (Puertos del Estado) coordina los puertos principales del país, aunque éstos son gestionados por las autoridades portuarias con cierta autonomía. A la vistade las tendencias de la industria a escala mundial, ydel debate abierto en la Unión Europea sobre el modelo de la financiación de los puertos, se plantea que existe una incompatibilidad entre el objetivo de liberalizar las tarifas portuarias y el de mantener el sistema de un fondo común para financiar inversiones. Por ello, se considera que este modelo actual deberá probablemente ser revisado a medio plazo.

The distinguishing feature of the Spanish port model is its semi-centralised working, in which a public agency (State Ports) coordinates the country's most important ports, although their management by the portauthorities is to some extent autonomous. In the light of the trends in the industry on an international level and the open discussion that is taking place in the European Union on the port financing model, the issue arises as to whether there is incompatibility between the aim of liberalising port dues and maintaining the system of a common fund for financing investments. It is therefore considered that the current model will probably have to be revised in in the medium term.
