dc.description.abstractEl transporte, fundamentalmente el transporte por carretera, tiene unos elevados costes sociales, entre losque destacan los derivados de los accidentes y de la contaminación del aire, los cuales están recibiendo una atención creciente dentro de las políticas de transporte de los diferentes gobiernos. Las políticas seguidas hasta ahora para contener estos costes externos se han centrado en la utilización de controles y reglamentaciones. El establecimiento de estándares cada vez más exigentes ha incentivado la innovación tecnológica, Estimulando la producción de vehículos más seguros ymás eficientes en el uso del combustible, así como decombustibles menos contaminantes. Estas mejoras han propiciado una reducción de las cifras de accidentalidad y mortalidad en la carretera, así como de los niveles de concentración en el aire delos principales contaminantes. Sin embargo, los accidentes siguen generando cuantiosos costes sociales y los límites de contaminación del aire son superados con demasiada frecuencia en la mayoría de las ciudades europeas. Las previsiones para los próximos años hacen pensar que los futuros aumentos en los niveles de tráfico contrarrestarán las mejoras debidas a nuevas innovaciones tecnológicas. Se hace necesaria una mayor internalización de los costes externos del transporte, potenciando el uso de instrumentos económicos, los cuales han demostrado en el pasado ser capaces de inducir cambios en los patrones de demanda de transporte.en_US
dc.description.abstractTransportation, basically highway transportation, requires society to pay a very high price, the most important aspects of which correspond to accidents and aire pollution. These problemsare receiving more and more attention under the trans- portation policies set up by the different governments. The policies followed up until now in order to keep these external costs under control have centered mainly around the adopting of special controls and regulations. The setting up of increasingly stricter demands has encouraged the introduction of certain technological innovations, and has stimulated the production of safer vehicles, which offer a more efficient fuel consumption and use less pollutant fuels. These improvements have led to a reduction in the number of highway accidents and deaths, as well as in the levels of concentration of the main pollutants in the air. However, highway accidents are still causing a high toll in society and air pollution is still frequently excee ding the limits established in most of the major European cities. Forecasts for the next few years lead us to think that future increases in the amount of traffic will counter-arrest any improvements achieved through these new technological innovations. A greater internalization of the externa¡ transportation costs is becoming necessary, which will reinforce the use of a varietyof financial instruments, which have proven in the past to be capable of bringing about important changes in those responsible for providi.en_US
