Plan de seguridad del operador del servicio madrileño de salud como operador de infraestructuras críticas

Abstract

La Ley 8/2011 de Protección de Infraestructuras Críticas y el Reglamento de Protección de Infraestructuras Críticas R.D. 704/2011 desarrollan un marco legislativo en el cual se articulan obligaciones para los diferentes actores implicados en la gestión de Infraestructuras Críticas, plasmando sus políticas de seguridad, organización y estructuras, o medios y medidas de protección. El Servicio Madrileño de Salud es el órgano responsable de implementar en la Comunidad de Madrid las prestaciones sanitarias del Servicio Nacional de Salud, a través de los diferentes programas de salud y la organización de los servicios sanitarios correspondientes. Debido a la importancia de los servicios para la población atendida es designado como Operador Crítico del sistema de Protección de Infraestructuras Críticas, por lo que tiene la obligación de realizar este Plan de Seguridad del Operador donde refleje la política de seguridad de la organización y el compromiso con la seguridad en la misma. En este trabajo se desarrollará la discusión necesaria para justificar porque es necesario aplicar la protección como Infraestructuras Críticas a los centros sanitarios y como debe aplicarse, bajo la legislación actual en la materia. Se estructura en tres partes diferenciadas:  Una primera parte, más académica, donde se desarrollan los argumentos necesarios para ordenar y estructurar la protección de las Infraestructuras Críticas del ámbito sanitario.  Una segunda parte, más técnica donde se elabora el Plan de Seguridad del Operador del Servicio Madrileño de Salud como Operador Crítico designado, de acuerdo a la Guía desarrollada a tal efecto por la Secretaria de Estado de Seguridad del Ministerio del Interior.  Una tercera parte, donde se recogen la bibliografía y anexos.

The Law 8/2011 of Protection of Critical Infrastructures and the Regulation of Protection of Critical Infrastructures R.D. 704/2011 develop a legislative framework in which obligations are articulated for the different actors involved in the management of Critical Infrastructures, reflecting their security policies, organization and structures, or means and measures of protection. The Madrid Health Service is the body responsible for implementing the health services of the National Health Service in the Community of Madrid, through the different health programs and the organization of the corresponding health services. Due to the importance of the services provided to the population served, it is designated as a Critical Operator of the Critical Infrastructure Protection system, so it has the obligation to carry out this Operator Security Plan that reflects the organization's security policy and commitment with security in it. In this work, the necessary discussion will be developed to justify why it is necessary to apply the protection as Critical Infrastructures to health centers and how it should be applied, under the current legislation in the matter. It is structured in three different parts: • A first part, more academic, where the necessary arguments are developed to organize and structure the protection of Critical Infrastructures in the health field. • A second, more technical part where the Safety Plan of the Operator of the Madrid Health Service is drawn up as designated Critical Operator, according to the Guide developed for this purpose by the Secretary of State for Security of the Ministry of the Interior. • A third part, where the bibliography and annexes are collected.
