The Canary Islands archipelago is characterized by its outermost regional condition and the convergence of multiple scales of government and competencies. The coordination of different territorial adaptation and mitigation plans in insular territories likethe Canary Islands, where the effects of the climate emergency are more intense, is of particular importance. Given the crucial role of citizen participation in the development of effective public policies, it is essential to analyze the various forms of participation involved in the formulation of these policies. This study aims to identify potential duplications and/or gaps in the European, national, and regional regulations related to climate change in the Canary Islands, as well as to analyze the presence and types of citizen participation mechanisms included in these regulations. The methodology applied is based on the search and analysis of current regulations and plans, and the identification of different types of participation and mechanisms implemented. The goal is to evaluate the degree of citizen involvement in the co-design of public policies on the climate emergency through consultations with representatives from various administrations. By identifying duplications and gaps in the regulations and territorial plans, the study seeks to clarify whether the principle of environmental democracy is being upheld to achieve adaptation and mitigation goals, ultimately aiming to optimize climate governance along the Canary Islands' coast through more active citizen participation aligned with the challenges posed by the climate emergency.en_US
