Estudio del sistema aduanero en los puertos canarios y el control de mercancías ilícitas o perjudiciales para la sociedad

Abstract

Durante el presente documento se mostrará un estudio sobre el sistema aduanero en las instituciones portuarias canarias, enfocándose primordialmente en su función de de análisis de riesgos realizados en los diferentes Recintos Aduaneros de las islas, y la acción de control de riesgos en los puertos. Riesgos generados por mercancías que llegan a diario al archipiélago Canario. Por eso el título de este documento “ Estudio sobre el sistema aduanero en los Puertos Canarios y Control de mercancías ilícitas o perjudiciales para la sociedad” El documento comenzará con la redacción del capítulo 1 reservado para diversos aspectos académicos. Comenzando por la introducción la cual guiara la dirección de este estudio. Aparte los antecedentes y justificación de la elección de este tema, objetivos que se quieren cumplir tras haber finalizado el escrito y la metodología usada. Una vez superado este capitulo, dará comienzo al estudio en sí, el cual esta dividido en 4 capítulos. En el primero se estudiará la normativa aduanera, la cual se rige a nivel europeo. Se trata del Reglamento (UE) n ° 952/2013 del Parlamento Europeo y del Consejo, de 9 de octubre de 2013, por el que se establece el código aduanero de la Unión. También se mencionará debido a la situación geográfica de las islas los Regímenes especiales en Canarias. Se investigará acerca del cuerpo el cual se encarga de las labores mencionadas en el primer párrafo también ámbitos totalmente relevantes en este documento, (análisis y control de riesgos) . Estas son llevados a cabo por el Servicio de Vigilancia Aduanera, servicio que se analizara de manera exhaustiva. Por último se hará un profundo estudio sobre las mercancías, debido a su importancia en el TFG por la capacidad de generar riesgos que estas poseen.

During this document a study will be shown on The customs system in the Canary ports, as the most important in its function of risk analysis carried out in the different Customs Enclosures of the islands, and the action of risk control in the ports. Risks generated by cargo arriving daily to the Canary Islands.That is why the title of this document "Study on the customs system in the Canarian Ports and Control of illicit goods or goods harmful to society”. The document will begin with the writing of chapter 0 reserved for various academic aspects. Starting with the introduction which will guide the direction of this study. Apart from the background and justification for the choice of this topic, the objectives to be achieved after completion of the document and the methodology used. Once you have passed this chapter, you will begin the study itself, which is divided into 4 chapters. The first chapter deals with customs legislation, which is not a national regulation, as the customs system is governed at the European level. Regulation (EU) No 952/2013 of the European Parliament and of the Council of 9 October 2013 laying down the Union Customs Code. Other regulations that will be emphasised because of the geographical situation of the islands will be the special regimes in the Canary Islands. Research will be carried out on the body which carries out the tasks mentioned in the first paragraph, also areas which are totally relevant in this document, (risk analysis and control). These are carried out by the Customs Surveillance Service. Its history, methods of action, the materials it possesses and other important elements of this body will be presented. Finally, an exhaustive study will be made on goods, due to their importance in the study because of their capacity to generate risks.
