Los cabildos insulares, protagonistas del pasado, presente y futuro de la actividad turística en Canarias: el reto de la renovación edificatoria

Abstract

La segunda mitad del siglo XX en Canarias marca el mayor proceso de desarrollo social y económico de toda su historia, vinculado a la generación de las diferentes actividades turísticas que se desarrollaron en este territorio. El papel jugado por las administraciones públicas y, concretamente, por los cabildos, auspiciado por las distintas modificaciones normativas y asunción por Canarias de las competencias sobre el territorio, fue tan determinante para la conformación del destino turístico «Canarias» que no podría entenderse su existencia sin la participación activa de las corporaciones insulares. El reto de la rehabilitación y renovación del destino turístico que debe asumir Canarias en los próximos años precisa del protagonismo de los cabildos para adecuar las soluciones a la particular problemática del territorio insular. En este artículo se desgrana la relevante aportación de los cabildos insulares en los procesos de conformación, consolidación, estancamiento y la modernización del destino turístico «Canarias» y de sus diferentes microdestinos.

The second half of the 20th century in the Canary Islands marks the greatest process of social and economic development throughout its history, linked to the generation of the different tourist activities that were developed in this territory. The role played by public administrations and, specifically, by the «cabildos», supported by different regulatory changes and assumption by the Canary Islands of the powers over the territory, was so decisive for the conformation of the tourist destination «Canarias» that its existence cannot be understood without the active involvement of the Island Corporations. The rehabilitation and renewal challenge of the tourist destination that the Canary Islands must assume in the coming years requires the leadership of the «cabildos» to adapt the solutions to the particular problems of the island territory. This paper is intended to examine the relevant contribution of the Island Councils in the processes of conformation, consolidation, stagnation and modernization of the tourist destination «Canarias» and its different micro-destinations.
