Abstract: Airport planning is usually defined as a systematic process that considers the future management of airport operations. There exist different airport planning studies which are usually known as airport masterplans that include as important sections: (1) facilities; (2) financial; (3) economic; (4) environmental; (5) organizational; and (6) strategic. Airport planning can be performed at different levels, but in continental and integrated territories, it is important to include the relationship of high-speed railways (HSRs) to envisage an optimal network airport planning. Theoretically, the cooperation between air transport and HSR has demonstrated to be a successful welfare-enhancing policy when airports are capacity constrained. Empirically, the cooperation between air and HSR is affected by a number of issues like, for example, ticket and handling integration, service frequency, connecting time, and transfer disutility. Thus, airport planners face several critical issues that need to be addressed considering different time horizons.
