With the Constitution of Cádiz, the establishment of a provincial administration implied the hope of bringing the Administration closer to the citizen. Thanks to the Provincial Councils, the executive power has the collaboration of elected residents, who contribute their knowledge and experience of the specific territory, which allow the implementation of effective and transformative administrative actions in order to promote the prosperity of the province. Was it so in the case of the island of Puerto Rico? |
