Trabajo Social y Política Social: Revisión de una compleja y necesaria relación

Abstract

Este artículo pretende abarcar las relaciones sociohistóricas que han mantenido la Política Social y el Trabajo Social analizando el tipo de conexión que ha existido entre ambas con el objetivo de descubrir nuevas formas de relación con la profesión. El análisis de esta necesaria como compleja relación entre el Trabajo Social y la Política Social comienza con los antecedentes de la Revolución Industrial por las consecuencias que trajo consigo la precariedad laboral, la desigualdad social, la pobreza o los procesos de exclusión social. El estudio continúa, por un lado, con las respuestas que se ofrecieron durante la Gran Depresión ya que plantearon diferentes políticas sociales según el predominio ideológico de esta etapa histórica. Por otro lado, sigue con la crisis del petróleo que acarreó con el detrimento de los distintos modelos de Estado de Bienestar y sus gastos sociales. Una vez abarcado todos estos puntos fundamentales descubriremos una nueva forma de entender la relación empezando por la Política Social como función del Trabajo Social, antes de acabar con las características de la ‘policy-practice’. Esta última resulta ser una novedosa incidencia del trabajador social en la Política Social e implica un descubrimiento pertinente a la hora de abordar este modo de dirigir el Trabajo Social.

This article aims to cover the socio-historical relations that have been maintained by Social Policy and Social Work by analysing the type of connection that has existed between both with the aim of discovering new forms of relationship with the profession. The analysis of this necessary as a complex relationship between Social Work and Social Policy begins with the antecedents of the Industrial Revolution by the consequences that brought the precariousness of work, social inequality, poverty or processes of social exclusion. The study continues, on the one hand, with the answers that were offered during the Great Depression since they proposed different social policies according to the ideological predominance of this historical stage. On the other hand, it continues with the oil crisis that led to the detriment of the different models of the Welfare State and its social expenditures. Once we have covered all these fundamental points, we will discover a new way of understanding the relationship, starting with Social Policy as a function of Social Work, before ending with the characteristics of the ‘policypractice’. Indeed, the latter is a new incidence of the social worker in social policy and implies a pertinent discovery when addressing this way of conducting Social Work.
