Resumen: In developing economies, do the same institutional factors generate the entrepreneurial motivation that forges an individual’s desire to be an entrepreneur and the motivation that leads them actually to set up their own business? This work is an attempt to respond to this question on the basis of the individual’s perception of regulative, normative and cognitive institutions. We use empirical evidence from the African nation of Cape Verde, and our results show that we can answer negatively to the above question. We also find differences in the institutional factors that influence the opportunity, necessity and social components of entrepreneurial motivation
